لقد عانى الشعب الكوردي في تأريخه الطويل من سيطرة الدول المحتلة له من خلال محاولاتهم المستمرة للقضاء عليه وتضعيفه والقضاء على لغته لانهم كانوا يعلمون جيداً إنّه  للقضاء على أي شعب فلابد من البدء بالقضاء على لغته، على الرغم من استمرار عداوة الدول الاقليمية والعالمية للشعب الكوردي وانهاء الاحتلال لبعض أجزاء من اراضي كوردستان وبدء الحكم الكوردي في هذه الاجزاء ولكن مع الأسف الشديد وتحت إعذار (28) سنة من حكمهم اخفقوا في تحديد لهجة موحدة لادارة مؤسسات الاقليم وتوحيد الشعب الكوردي بشكل عام وسكان الاقليم بشكل خاص وبالعكس من ذلك فالذي لم يستطع أن يفعله الاعداء بالشعب الكوردي ولغته قام به السلطات الكوردية عن الطريق تشجيع وإستعمال أكثر من  لهجة  في ادارة الأقليم  بقصد أو بغير قصد حولوه إلى مجتمعين مختلفين ومتصارعين في نهاية المطاف. هدفت الدراسة الى تحديد الاسباب والمعوقات التي جعلت من  السلطة الكوردية أن تفشل  بعد مرور أكثر من (28) سنة  من حكمهم  توحيد تحديد اللغة الرسمية في مؤسسات حكومة الأقليم.
أستخدم الباحث في هذه البحث المنهج الكيفي في تحليل المضمون عن طريق  العينة القصدية، وأعتمد في جمع المعلومات والبيانات على الملاحظة بالمشاركة والمقابلة المقننة عن طريق استمارة الاستبيان مكونة من (18) فقرة مع (28) مبحوثاً من الخبراء والمختصين والقانونيين ورجال السياسية والاستاذة الجامعين والمثقفين في كوردستان بشكل مباشر أوغير مباشر.
في نهاية وصلت البحث الى عدد من النتائج أهمها:-
1-إنّ القراءة والكتابة بلهجتين مختلفتين في مجتمع بدون كيان او دولة خطيرةٌ جداً.
2- يرجع انشاء واستعمال لهجتين مختلفتين في أقليم كوردستان إلى الإقتتال الداخلي وتقسيم الاقليم على ادارتين مختلفين.
3- إنّ لتضارب المصالح للاشخاص والاحزاب كان له دور  أساسي في عدم  تحديد لغة موحدة في الاقليم.
 4- تؤدي سلطة الأحزاب في الأقليم  دوراً كبيراً في كل جوانب الحياة منها تحديد أو أختيار اللغة الرسمية للاقليم.

In its long history, the Kurdish people have suffered from the control of the occupied countries, through their constant attempt to eliminate it, weaken it, and eliminate its language because they knew well to remove any people so their language must be eliminated. Despite the continuing enmity of regional and global countries towards the Kurdish people, ending the occupation of some parts of Kurdistan’s lands, and the start of Kurdish rule in these parts, but with great regret under the excuses of 28 years of their rule, they failed to define a unified dialect for managing the institutions of a region in particular, and vice versa, which the enemies could not do with a Kurdish people and their language, by the Kurdish authorities by encouraging and using more than one dialect in the administration of a region with or without intention. They meant that they transformed into two different societies and in the end, wrestlers.
The study aimed to determine the cause and the obstacles that made the Kurdish authority, after more than 28 years of their rule, to unify or define the official language in the institutions of regional government.
In this study, the researcher used the qualitative approach in analyzing the content through the intentionality sample, and in collecting information and data, it was based on a participatory observation and a Metered interview through a questionnaire consisting of 18 paragraphs with 28 respondents from experts, specialists, lawyers, Politian, university professors and intellectuals in Kurdistan, directly and indirectly.
