The area of the study includes the area of Rizgary municipality and the district of Rizgary appurtenant to Kalar town, the centre of garmian Adminstration. It is in the south-east of Kurdistan region and the south-east of Iraq.
In this research, the researchers shed light on services concerning education, health, adminstration and religion, as some important elements of civil services, as well as the amount of requests on these aspects, for the expectation of their future on the basis of a scientific planning that may solve the current issues and meet the future needs.
The research presents the civil services depending on the descriptive method, and depending on analytic method the variabilities of those services are evaluated, based on some criteria followed by Iraqi Ministry of Planning in order to evaluate their ability and to depict a clear viewpoint on the need of population for those services, and then expectations for their future on a scientific basis has been shown. Finally the research has got to some conclusions, one of them is, depsite that the government has paid attention to educational services, there is imbalance in some elements. According to the area of the city and its population, it needs 5 kindergartens with the area of (15000-17500 m2), and 5 schools for basic level with the area of (25000-30000 m2). So, according to humanitarian standards of (children/room) for kindergarten and (student/classroom) for the basics, it requires opening more schools and classrooms. For health services, the city needs 1 health centre with the area of (5000 m2), and according to humanitarian criteria there is imbalance in the elements of this service in terms of physicians and staff. The outcome for individual in terms of adminstration services (0.4 m2 per person) has shortcomings, but for religious services (1 m2 per person) is enough and has good capacity to cover all the populations. Among the most distinct conclusions of the research is that the population is in a constant growth, and with he rate of 2.9% annually it will reach 47,622 in 2025. So, here the importance of scientific planning is seen so as to guide the relevant parties in solving the current issues and shortcomings as well as preparing for the future in order to make up with the population growth.
