The aim of this research is to "evaluate the non-governmental kindergartens and schools according to the requirements and guidelines of the Ministry of Education in Kalar ", By adopting the descriptive analytical method through a form of observation that the researcher has prepared based on the conditions and guidelines of the Ministry of Education of the Kurdistan Regional Government. After ensuring the Validity  and Stability of the research tool, the researcher implemented it on the research community including kindergartens and non-governmental schools in Kalar for the academic year 2023-2024.
       The researcher's sample included (7) kindergartens and (5) non-governmental schools that have official licenses and codes in the system (E-Parwarda). They were divided into different parts of Kalar , The most important statistical tools used were the Weighted mean and percentile weight Person correlation , The most important results are found in these points , All kindergartens and schools are officially licensed. Most of the teachers in non-governmental kindergartens are not specialists (not kindergarten graduates), there is no medical assistant in most non-governmental schools. There were no libraries up to international standards in most schools. There were no school buildings except for Wano School, which has its own building , Computer and science laboratories are not adequate in most non-governmental schools). Finally, the researcher made some recommendations.
