Abstract
The boundaries of the regions in the federated countries are considered political and constitutional borders. Therefore, some of the constitutions treat the boundary issue with great sensitivity and importance, especially with regard to the possibility of making changes or redrawing the internal border lines, as the border disputes occupy a predominant position in the constitutions of countries.
The Constitution of the Republic of Iraq of 2005 and before that, the State Administration Law for the Transitional Period of 2004 adopted the federal system for Iraqi state; while both laws dealt differently with the possibility of making border changes, nevertheless, they allowed as a principle to make some forms of changes. This paper attempts to answer the following question: Is it possible to establish a new region within the framework of the Kurdistan region as it is the only region within the Iraqi state? To answer the question, the writer adopted analytical approach to analyze the constitutional and legal texts related to the subject and opinions and research directions on the subject being under discussion.
The research paper divided into two main chapters: the first chapter is devoted to determining the constitutional status of the Kurdistan Region, while the second chapter discusses ways and obstacles to the establishment of a new region within the borders of the Kurdistan Region. In the end, the research arrived at and presented a number of conclusions and recommendations.
