AbstractIn Kurdistan Regional, the stage before (1991), many cities in a random and unbalanced way became to be existed, Rzgari district in Kalar province belonging to Garmian administration was one of those cities that came to be existed as a result of Anfal in 1998. After 1991’s spring revolution, Kurdistan Regional Government tried to take the people of Rizgari back to their villages this is to rehabitating those villages that has been destroyed by the Anfal. This policy was not successful, thus more focus was given to the field of researching and studies especially after 2003. This is through a basic plan for using the city inhabitant grounds in the scope of the study has been organized. Thus, the goal of this study is to evaluate 2019’s situation in using the city inhabitation grounds. For that reason, the real view of each use and the level of the presented services will be shown, this is to determine whether they reached their level of proficiency compared to the domestic planning principles or not.
